The report gives management a traceable account of technical conditions and follow-up priorities. It distinguishes observed defects and evidence gaps from conclusions beyond the specialist's inspection scope or delegated authority.
The authorized supervision specialist prepares the report with relevant discipline and testing contributions. A designated technical reviewer checks conclusions; instructions, acceptance and sign-off must remain within the roles' actual project authority.
Do not describe unvisited work as inspected or accepted; clearly separate contractor progress statements from the specialist's own observations and verified records.
