Use when a specific site condition needs a documented response, clarification or assessment. It is useful during construction when the facts are visible but the requirement or final disposition still needs confirmation.
The notice gives the recipient a clear, evidence-based issue to answer. It preserves the observed condition while avoiding premature conclusions about nonconformance, responsibility or the existence of a contractual instruction.
The observer or discipline inspector prepares the notice with supporting photographs and drawing references. A competent technical reviewer checks the requirement context, while the authorized issuer and recipient follow the project's communication route.
Calling every unexpected condition a confirmed breach before checking the requirement can misdirect corrective work and weaken the credibility of later findings.
Illustrative example: an inspector sees a service penetration close to reinforcement in a wall awaiting concreting. The notice records its location, photographs and drawing revision, then requests designer clarification. The response will determine whether a formal correction or revised detail is needed before the affected work proceeds.
Confirm the adopted edition, local amendments, National Annex where relevant, and contract requirements.
