The package or construction engineer prepares the plan with supervisors, discipline specialists, quality and logistics contributors. The construction manager coordinates interfaces; technical releases and work authorization follow actual project and site arrangements.

Do not confuse available labour with a ready work package; incomplete design, access, interfaces or prerequisite evidence can still prevent credible execution commitments.
