The buildup shows how resources and productivity affect the cost of a defined unit. It exposes missing inclusions and duplicated allowances while keeping profit, contingency and overhead treatment visible for review.
An estimator or quantity surveyor prepares it with site productivity and procurement inputs. A cost reviewer checks arithmetic and inclusions; the authorized commercial manager decides pricing assumptions and any final offered rate.
Applying a profit margin as though it were an equivalent markup understates the intended selling price, while hiding the basis prevents commercial reviewers from detecting it.
Illustrative example: an estimator builds a rate for installed cable tray. Supplier material prices, crew output evidence and access assumptions are recorded separately. The reviewer identifies that delivery is already included in the quotation, removes the duplicate allowance and tests how restricted access changes the supported rate.
