How to complete it

  1. Confirm the issued tender requirements, evaluation criteria and procedure, then identify complete bidder submissions and clarifications while checking relevant declared conflicts before conducting the assessment.
  2. Compare each criterion with the bidder's offer reference and required basis, recording deviations, evidence gaps and necessary clarifications without changing criteria informally during evaluation.
  3. Resolve clarifications through the controlled procurement route, document evaluator comments and a reasoned technical recommendation, and preserve outstanding qualifications for the authorized overall procurement decision.

Who prepares and reviews it

Qualified discipline evaluators assess bids with procurement coordination and relevant operations or quality input. Conflict-of-interest controls follow the actual procedure; the delegated procurement authority makes award decisions after the required reviews.

A mistake to avoid

Do not score an unsupported claim as demonstrated compliance or silently waive a requirement; clarify the gap and follow the agreed evaluation procedure.
