When you need it

Create the system and subsystem register when engineering information can support a meaningful turnover structure. Maintain it as equipment tags, shared services and boundaries evolve through construction completion, testing and handover planning.

It connects assets to the systems that must function together. Completion teams can identify dependencies and avoid treating a physically finished package as a complete operational system when shared interfaces remain unresolved.

How to complete it

  1. Use process or layout drawings and equipment tags to define systems and subsystems, recording boundary drawings and included assets with a clear hierarchy.
  2. Identify shared interfaces and turnover dependencies using the commissioning strategy, then record boundary gaps where ownership or included scope remains uncertain between packages.
  3. Review boundary changes with affected disciplines, reconcile them with the turnover sequence, and maintain controlled references so completion and test records use consistent system identities.

Who prepares and reviews it

The commissioning or systemization engineer coordinates process, electrical, controls and construction contributors. Operations reviews usable boundaries; changes and turnover decisions follow the project's actual technical and completion authority arrangements.

A mistake to avoid

Do not define boundaries solely by supplier package; shared electrical, control or utility functions can make that boundary unsuitable for testing and turnover.

Illustrative example: a water treatment skid shares power and controls with another package. The register identifies those interfaces and the assets within each subsystem. Commissioning planners can then decide what enabling turnover is required before the skid's functional testing becomes feasible.
