When you need it

Conduct a start-up readiness review before the proposed introduction of operating conditions to a defined system or facility. Use it after commissioning evidence, operating arrangements and outstanding items can be examined together by responsible parties.

It supports an informed go or no-go decision with visible conditions and accountability. The review helps prevent isolated completion claims from obscuring missing operator readiness, procedures or unresolved system restrictions.

How to complete it

1. Define the start-up boundary and collect system completion, commissioning, operating procedure and trained-personnel records required for the proposed operation and its known conditions.
2. Review each readiness topic against required and available evidence, recording outstanding conditions, responsible owners and the relevant safety or operational review requirements still unresolved.
3. Present remaining conditions through the decision route, retain authorization references and communicate the actual restrictions before subsequent start-up activities proceed under their approved arrangements.

Who prepares and reviews it

The start-up or commissioning lead convenes operations, engineering, HSE and relevant contractors or vendors. Each role verifies its evidence; the actual operating authority makes the start-up decision under project and site arrangements.
