How to use this template

When you need it

Use while shortlisting development locations, before land acquisition or detailed design fixes the choice. Reassess candidates when new information emerges about boundaries, utility routes, access rights or enabling works.

What it helps you decide

The matrix reveals location disadvantages and unknowns on a common project basis. It helps the sponsor focus investigations on constraints that could overturn a shortlist rather than relying on plot price alone.

How to complete it

  1. Define each Site ID against candidate plans, required footprint and off-site needs. Record Requirements and Observed conditions without assuming offered boundaries include essential connections.
  2. Add Evidence locators and Constraint status, separating confirmed blockers from unknowns. Describe Enabling works needed to make each location comparable with the project requirement.
  3. Summarize the Comparison finding and Required investigation for each candidate. Identify why a site remains provisionally shortlisted and what evidence could reverse that position.

Who prepares and reviews it

A development manager coordinates civil, utilities, transport and land specialists. Qualified legal advisers confirm rights questions; technical reviewers check feasibility, while the authorized sponsor retains the location selection and transaction decision.

A mistake to avoid

Comparing only conditions inside each plot overlooks external road or utility corridors whose availability and cost may determine whether the site can function.

Illustrative example

Illustrative example: two industrial plots offer similar area, but one needs access across land outside the offered boundary. The matrix records the route and unresolved rights evidence. The sponsor commissions land and access checks before deciding whether the lower purchase price justifies further design effort.
