How to use this template

When you need it

Use this plan when a project needs agreed methods for defining, structuring, accepting, and controlling its scope, especially where several contractors or client departments have overlapping expectations about delivered outputs.

What it helps you decide

It explains how scope boundaries become controlled work packages and acceptance decisions, helping the team identify omissions, avoid duplicate responsibilities, and distinguish delivery progress from unauthorized expansion of the assignment.

How to complete it

  1. Set Scope planning approach and Scope definition responsibilities using the project objectives, source requirements, and actual roles responsible for defining deliverable boundaries.
  2. Describe Scope structure and acceptance, linking work packages to outputs and evidence, then identify how Scope baseline and exclusions will be maintained.
  3. Define Scope monitoring and change arrangements and Review and distribution responsibilities so emerging boundary questions are resolved through the established decision process.

Who prepares and reviews it

The project manager or scope lead usually prepares it with client representatives, engineering, planning, commercial, and package owners. Governance defines who accepts scope baselines and changes, while delivery teams check practical package boundaries.

A mistake to avoid

Treating the work breakdown structure as sufficient scope definition can hide exclusions, acceptance evidence, and interface responsibilities that its short package titles cannot express.

Illustrative example

Illustrative example: a new factory has separate building and process-equipment contracts. The scope plan defines how utility connection boundaries enter work packages and acceptance evidence. When neither package includes a connection spool, the team raises a boundary decision before the omission reaches site installation.
