How to use this template

When you need it

Build the responsibility matrix when project processes and deliverables are allocated to an organization, and revisit it after team or scope changes. Use it wherever overlapping roles or absent ownership can delay decisions and execution.

What it helps you decide

It clarifies who performs work, owns its outcome and contributes to or receives information. Teams can resolve gaps and conflicts before assuming that participation automatically carries accountability or approval authority.

How to complete it

  1. List activities and deliverables from the work breakdown, review current role descriptions and check contractual responsibilities and approval delegations before proposing the responsibility assignments.
  2. Allocate responsible, accountable, consulted and informed roles for each row, identifying conflicts where proposed ownership does not match actual authority or workable organizational arrangements.
  3. Review the matrix with affected role holders, resolve missing or overlapping assignments and record agreement before using it to guide coordination and escalation practices.

Who prepares and reviews it

The project manager or organizational lead facilitates agreement among role holders and package managers. Contract and governance contributors check delegations; the actual employer or project authority confirms responsibilities rather than the matrix assigning powers independently.

A mistake to avoid

Do not confuse accountable with authorized approver in every situation; contractual review powers and organizational accountability may differ and must be checked explicitly.

Illustrative example

Illustrative example: both design and construction teams assume the other owns equipment-interface confirmation. The matrix exposes the gap for that deliverable. Management agrees an accountable role, identifies contributors and aligns the assignment with the existing design review and approval arrangements.
