How to use this template

When you need it

Use this register when planned activities need specific people, equipment, materials, or capabilities and the project must compare demand periods with actual availability before confirming mobilization or near-term delivery commitments.

What it helps you decide

It makes resource gaps and timing conflicts visible at the work-package level, helping managers distinguish a stated need from confirmed supply and assign concrete actions before shortages become execution delays.

How to complete it

  1. Assign Requirement ID and Work / WBS, then define Resource / capability and Quantity / unit in terms that match the actual work requirement.
  2. Record Needed from and Needed to, compare Availability / source with those periods, and identify Gap / constraint using confirmed resource information where available.
  3. Assign Action owner and maintain Status, checking that a procurement request or informal expectation is not recorded as confirmed availability before evidence supports that conclusion.

Who prepares and reviews it

The planner or resource coordinator typically maintains the register with package managers, functional leads, procurement, and site supervisors. Resource owners confirm availability, while authorized managers decide competing priorities and commitments under project or organizational arrangements.

A mistake to avoid

Listing a named specialist as available without confirming their dated assignment can hide competing commitments and leave a critical activity without the required capability.

Illustrative example

Illustrative example: two foundation packages need a piling rig during overlapping weeks. The register records each requirement, demand period, and the supplier's confirmed availability. The gap prompts a decision on sequencing or additional capacity before both site teams commit to the same mobilization assumption.
