How to use this template

When you need it

Use this record before commissioning a defined system when installation evidence, interfaces, prerequisites, and outstanding items need a coordinated readiness decision under the project's actual commissioning and authorization arrangements.

What it helps you decide

It brings readiness evidence and limitations together before introducing operating conditions, helping the responsible team understand which system boundary is released and which unresolved matters still restrict commissioning activities or sequence.

How to complete it

  1. Define Certificate and contract particulars and Scope certified and exclusions, identifying the system boundary and the actual readiness criteria for proposed commissioning.
  2. Review Evidence supporting the milestone from installation, interface, and prerequisite records, then classify Outstanding items and reservations according to their actual implications.
  3. State the limited Certification statement and contractual effect, attach readiness evidence, and record Authorized issue and receipt before the relevant commissioning activities begin.

Who prepares and reviews it

The commissioning manager typically coordinates construction, quality, engineering, operations, and safety inputs. Relevant specialists verify prerequisites, while the designated project authority records the readiness decision within the approved commissioning process and scope.

A mistake to avoid

Carrying forward a mechanical-completion signature as proof of commissioning readiness can miss energization, operating-interface, or prerequisite checks that were outside the earlier milestone.

Illustrative example

Illustrative example: a compressed-air system is proposed for initial energization. The readiness record references installation checks and operating instructions but identifies an unresolved isolation-interface confirmation. The commissioning authority restricts the proposed start until that prerequisite is verified, while preserving the accepted evidence for unaffected components.
