How to use this template

When you need it

Use this document when a project needs a coordinated set of procedures governing how quality is planned, controlled, evidenced, and improved across documents, suppliers, construction activities, and handover records.

What it helps you decide

It links individual quality processes into a consistent management approach, helping teams understand who controls each process, what records demonstrate implementation, and how deficiencies trigger corrective action or management review.

How to complete it

  1. Establish Purpose, scope and responsibilities, then use the Controlled procedures register to identify the actual procedures applicable to the project's delivery scope.
  2. Describe document, supplier, material, inspection, and test controls with their real interfaces, avoiding duplicate approval routes or references to procedures not available.
  3. Connect Nonconformance and corrective action with Audit and performance review, then define Records and handover arrangements that preserve evidence throughout delivery.

Who prepares and reviews it

The quality manager generally coordinates preparation with document control, procurement, engineering, construction, and commissioning contributors. Relevant process owners review practicality, while project leadership authorizes procedures under the project's quality governance arrangements.

A mistake to avoid

Copying a generic procedure library without confirming ownership and actual project interfaces can create documented processes that nobody can implement or evidence.

Illustrative example

Illustrative example: a steelwork package has inconsistent inspection records from two fabricators. The procedures clarify document control, supplier assurance, inspection records, and nonconformance routing. Process owners agree how evidence reaches the project file, enabling the quality manager to identify incomplete packages before dispatch decisions.
