How to use this template

When you need it

Develop the project quality plan during mobilization, when contractual requirements and delivery responsibilities are being translated into working controls. Update it as packages, suppliers, acceptance arrangements or the project's quality risks change.

What it helps you decide

It gives the team a coherent basis for managing quality across design, procurement and construction. Managers can identify who controls each process and what evidence demonstrates that the agreed controls operate.

How to complete it

  1. Use the actual project scope and source records to define quality objectives, contractual and regulatory basis, organizational responsibilities and applicable quality processes.
  2. Explain design and vendor controls, inspection arrangements, nonconformity handling and audits in their respective sections, linking each process to responsible roles and records.
  3. Establish usable quality metrics and turnover arrangements, then complete the review and issue record so the team works from the current agreed version.

Who prepares and reviews it

The quality manager usually coordinates the plan with design, procurement, construction and document control leads. Project management reviews resources and responsibilities; client review or approval follows the applicable project requirements.

A mistake to avoid

Do not fill the plan with generic policy statements while leaving package controls and record ownership undefined; the team needs workable responsibilities.

Illustrative example

Example: several manufacturers supply steelwork for an industrial building. Before placing orders, the team uses the quality plan to agree who reviews fabrication records, who checks deliveries and which records must be handed over. This prevents a gap where each participant assumes someone else is responsible.
