How to use this template

When you need it

Use this plan before project work begins, or when scope and delivery conditions materially change, to coordinate health, safety, and environmental arrangements around actual hazards, responsibilities, competence, controls, and review needs.

What it helps you decide

It connects project-level objectives with practical work controls and accountability, helping teams manage interfaces and verify implementation rather than assuming that possession of a generic safety document demonstrates readiness for the work.

How to complete it

  1. Define Project scope and HSE context and Applicable requirements and objectives, then allocate HSE responsibilities and coordination across the actual organizations and work interfaces.
  2. Develop Hazard and control planning and Work control and competence, connecting occupational-health, environmental, inspection, and corrective-action arrangements to the project's actual activities and conditions.
  3. Describe Incident and emergency interfaces and Monitoring, change and plan authorization, ensuring the responsible teams can review implementation and respond to changes in work conditions.

Who prepares and reviews it

The project HSE lead usually coordinates construction, engineering, contractor, occupational-health, and environmental contributors. Management authorizes arrangements within actual project governance, while competent specialists confirm applicable requirements and task-specific controls relevant to the work.

A mistake to avoid

Using generic hazards without examining adjacent operations and contractor interfaces can leave the most significant project-specific exposures outside the plan's practical control arrangements.

Illustrative example

Illustrative example: a live-factory expansion combines excavation, lifting, and adjacent production operations. The plan identifies shared interfaces, control responsibilities, and emergency coordination needs. Before a changed lifting sequence proceeds, the relevant teams review the new interface conditions and update the affected work arrangements.
