How to use this template
When you need it
Prepare a development plan when an opportunity needs a pathway from initial idea to an informed investment and delivery decision. Use it before commissioning disconnected studies, and update it as evidence and constraints become clearer.
What it helps you decide
It sequences investigations and decisions according to dependencies and evidence maturity. The sponsor can spend effort on questions that determine feasibility before committing detailed design or procurement resources prematurely.
How to complete it
Translate the opportunity brief and sponsor objectives into development stages, using known site and regulatory constraints to identify the main feasibility questions and study needs.
Record required studies, dependencies, decision gates and owner roles, showing evidence gaps that could prevent a defensible decision at each proposed stage of development.
Review maturity and sequencing with the sponsor, prioritize information that could change direction and update the pathway when findings alter assumptions or the proposed project boundary.
Who prepares and reviews it
The development manager coordinates sponsor, engineering, planning, commercial and permitting specialists. Study owners define evidence needs; the sponsor or delegated governance body decides progression through the actual project gates.
A mistake to avoid
Do not schedule every study in parallel simply to appear faster; unresolved site or operating assumptions may invalidate later work and increase avoidable expenditure.
Illustrative example
Illustrative example: an investor considers a new industrial site with uncertain utility capacity. The plan sequences site and utility studies before detailed facility design. The sponsor can decide whether to continue, change scale or examine another location once the key feasibility evidence becomes available.
