How to use this template

When you need it

Prepare the closeout report when project delivery is ending and remaining responsibilities must be transferred or explicitly retained. Use it after reconciling completion, commercial and handover evidence rather than assuming physical completion settles every obligation.

What it helps you decide

It gives the sponsor a balanced account of delivery and residual exposure. The organization can assign custodians, preserve records and decide what remains open after the main project team demobilizes.

How to complete it

  1. Define the closeout scope and compare contract requirements with available completion, asset and document acceptance records, identifying where evidence remains incomplete or qualified.
  2. Reconcile outstanding technical and commercial obligations by closeout area, naming responsible custodians and distinguishing completed delivery from unresolved liabilities or continuing follow-up requirements.
  3. Summarize performance, lessons and decisions, then present the actual closure position for review with clear references to retained records and any obligations transferred beyond demobilization.

Who prepares and reviews it

The project manager consolidates contracts, finance, engineering, quality and handover inputs. Accountable custodians validate residual responsibilities; closure and any contractual certifications remain decisions for the project's properly delegated authorities.

A mistake to avoid

Do not describe project closeout as a release of all contractual liability; continuing obligations and any legal effect depend on the actual documents and decisions.

Illustrative example

Illustrative example: a building is occupied while a final account discussion and several warranty records remain open. The closeout report identifies completed scope, supporting handover evidence and residual custodians. The sponsor can close the delivery organization while preserving responsibility for those outstanding matters.
