  2. Set out lead-time assumptions and milestones, evaluation and award controls, supplier administration and delivery arrangements, making dependencies and responsible roles explicit in the relevant sections.
  3. Plan vendor documentation and closeout, review supply risks and update assumptions with current package evidence before seeking decisions through the established procurement governance process.
