How to use this template

When you need it

Use before a major mobilization or construction start milestone, when land, access, design, procurement and control arrangements must be assessed together. Repeat for a materially different phase or revised start boundary.

What it helps you decide

The review connects the proposed start with evidence across several disciplines. It lets decision makers distinguish genuine blockers from conditions that may be managed through a specifically authorized, limited start.

How to complete it

  1. Define Start decision by naming the work proposed for release and milestone. Identify relevant land, design, access, resource and procurement prerequisites for that boundary.
  2. Compare Required evidence with Current evidence for each Readiness area. Record the Blocking condition, including constraints controlled by the client or other third parties.
  3. Prepare the Recommendation around unresolved actions, named Action owners and each Decision needed. Separate the review's recommendation from the actual authorization to commence.

Who prepares and reviews it

The project or construction manager coordinates preparation with design, procurement, land, safety and quality leads. The sponsor or delegated project authority reviews the recommendation according to the actual start and investment approval arrangements.

A mistake to avoid

Giving one overall green status can hide a single unavailable permit or access right that prevents the specific works proposed for commencement.

Illustrative example

Illustrative example: an industrial building is ready for contractor mobilization, but the permanent power route remains unresolved. The review separates temporary site establishment needs from later construction dependencies. It records provider evidence and responsibility, allowing the project authority to assess a bounded mobilization decision without assuming the whole project is ready.
