How to use this template

When you need it

Use before acquiring or expanding a property where the buyer's intended use depends on existing permissions. Review again if the design, land perimeter or operating purpose differs from the documented approval scope.

What it helps you decide

The review identifies what has actually been authorized and where conditions or mismatches remain. It prevents an application or preliminary opinion from being treated as an issued permission covering the buyer's plans.

How to complete it

  1. Register each Instrument with Issuer / date and Authorized scope. Check the actual land, activity and design covered rather than relying on a document title.
  2. Extract each Condition and compare it with Intended use. Record Mismatch / uncertainty, including unconfirmed expiry or ongoing obligations requiring authoritative clarification.
  3. Set Required confirmation and Transaction action for each unresolved issue. Separate seller deliverables, buyer investigations and decisions controlled by the relevant authority.

Who prepares and reviews it

A planning or technical due-diligence specialist compiles records with designers and authority correspondence holders. Qualified legal or planning advisers interpret applicability; the transaction decision remains with the buyer's authorized representatives.

A mistake to avoid

Treating an acknowledgement of an application as granted permission can create a false impression that the proposed development scope is already authorized.

Illustrative example

Illustrative example: a buyer plans to convert an existing storage building into a production workshop. The review compares the documented authorized use with the proposed process and layout. Identified mismatches guide specialist and authority clarification before the buyer commits to the conversion assumptions.
