How to use this template

When you need it

Use when demand, funding or operational constraints suggest delivering a project in stages. Apply before accepting a sequence that commits early expenditure or makes later expansion dependent on occupied facilities.

What it helps you decide

The appraisal tests whether each phase creates genuinely usable capacity. It exposes common infrastructure, deferred expenditure and future disruption, helping the owner balance early service against the cost of preserving expansion options.

How to complete it

  1. Define each Phase and Usable output from layouts and demand scenarios. Record its Prerequisite and Shared infrastructure rather than equating partial construction with operable service.
  2. Examine Deferral consequence and Future interface, including tie-ins, access and interruptions. Link Estimate references and identify early spending that loses value if later stages stop.
  3. Set a Decision trigger for the next phase using demand and readiness evidence. Present continuity conditions and unresolved engineering checks before recommending a staged sequence.

Who prepares and reviews it

The development lead prepares it with designers, operations, planners and estimators. Discipline reviewers challenge operability and interfaces; the sponsor decides stage boundaries and funding under the actual investment authority.

A mistake to avoid

Allocating the same common infrastructure cost to several phases exaggerates total investment while obscuring which early commitment actually enables each stage of operation.

Illustrative example

Illustrative example: a logistics park proposes opening one building before constructing the rest. The appraisal shows that the common drainage outlet is needed immediately and later roads could conflict with tenants. The sponsor uses those dependencies to decide the first-phase boundary and reserve future construction access.
