How to use this template

When you need it

Use this certificate when a defined system or package reaches the project's specified mechanical-completion milestone and the authorized issuer must confirm the evidenced scope, exclusions, and remaining items before subsequent activities.

What it helps you decide

It creates a controlled boundary between installation completion and later commissioning work, allowing outstanding items and exceptions to be managed without implying that unperformed functional or performance testing has already succeeded.

How to complete it

  1. Complete Certificate and contract particulars, then define Scope certified and exclusions using the actual system boundary, package references, and applicable milestone criteria.
  2. Check Evidence supporting the milestone against installation records and relevant inspections, and identify Outstanding items and reservations without assuming missing evidence exists.
  3. Draft the Certification statement and contractual effect to match verified scope, attach related records, and obtain Authorized issue and receipt through designated roles.

Who prepares and reviews it

Construction and quality teams generally assemble the evidence with discipline engineers and commissioning representatives. The actual contract or project procedure determines who verifies the package and who may issue the milestone certificate.

A mistake to avoid

Using mechanical completion to imply successful operational testing obscures the milestone boundary and can prematurely transfer responsibility for unresolved installation or commissioning work.

Illustrative example

Illustrative example: installation of a cooling-water pump skid is inspected against the package records. The certificate identifies the skid boundary, references alignment and installation evidence, and lists a noncritical identification item. The authorized issuer confirms mechanical completion while commissioning readiness remains subject to its separate checks.
