How to use this template

When you need it

Prepare a material technical submittal before purchasing or using a proposed product when the project review process requires it. Use it for the actual manufacturer, application and specified requirements, including any requested substitution.

What it helps you decide

It provides a transparent comparison between the specification and the proposed material. Reviewers can identify evidence gaps and deviations before procurement or installation proceeds on an assumption of equivalence.

How to complete it

  1. Identify the proposed product, manufacturer and use locations, then gather the specified requirements and any substitution request relevant to the actual intended application.
  2. Compare each specified requirement with the proposed characteristic and supplier evidence, explicitly recording deviations and questions rather than relying on promotional product descriptions alone.
  3. Route the supporting evidence and deviation disclosure for review, respond to queries and retain the actual disposition before representing the material's proposed use as accepted.

Who prepares and reviews it

The contractor's material or discipline engineer prepares the submission with supplier evidence. Designers and appointed reviewers assess the proposal; approval and substitution authority depend on the actual contract and project arrangements.

A mistake to avoid

Do not describe a product as equivalent solely because one headline characteristic matches; relevant application, compatibility and other specified requirements need supporting evidence.

Illustrative example

Illustrative example: a contractor proposes insulation from an alternative manufacturer. The submittal compares project requirements with documented product characteristics and identifies one unsupported characteristic. The reviewer requests further evidence before deciding the proposal, allowing procurement to avoid assuming acceptance prematurely.
