When you need it

Develop the handover plan before completion documentation becomes a late-stage collection exercise. Use it to align system boundaries, operator needs, record production and acceptance steps while design, procurement and construction work remains active.

It turns eventual asset transfer into planned deliverables and decisions. The receiving organization can identify what evidence, training and readiness it needs, while package teams understand their responsibilities and dependencies.

How to complete it

  1. Define package boundaries and handover requirements, then identify each deliverable's requirement source, responsible party, planned date and controlled evidence location in the table.
  2. Coordinate as-built information, operations manuals, training and punch treatment with the system sequence, describing readiness gates and the records needed to support them.
  3. Confirm transmittal, custody and retention arrangements, review outstanding items, and document who may make each acceptance or taking-over decision under the actual project requirements.

Who prepares and reviews it

The handover manager coordinates construction, commissioning, document control, vendors and operations. The receiving asset representative reviews usability and readiness; contractual taking-over and other acceptance actions remain with their designated authorities.

A mistake to avoid

Do not assume possession of the building proves contractual taking-over or complete operational readiness; record the distinct evidence and decisions each process requires.

Illustrative example

Illustrative example: a warehouse will be occupied in stages. The handover plan allocates drawings, manuals, training and system evidence to each area while identifying shared services. The owner can then decide whether the proposed first-area handover has a complete and usable readiness basis.
