How to use this template

When you need it

Use this certificate when the project's actual contract defines a final-completion milestone and the evidence is ready for an authorized assessment of completed scope, remaining matters, and the milestone's contractual effect.

What it helps you decide

It creates a bounded final milestone record that supports contract administration and handover of continuing responsibilities, while preventing informal completion statements from being mistaken for a verified contractual release of obligations.

How to complete it

  1. Identify Certificate and contract particulars and the actual final-completion requirements, then define Scope certified and exclusions with clear references to the relevant works.
  2. Assess Evidence supporting the milestone, reconcile outstanding-work records, and document Outstanding items and reservations that affect the decision or remain relevant afterward.
  3. Complete the Certification statement and contractual effect only within the issuer's authority, list attachments, and record Authorized issue and receipt using project arrangements.

Who prepares and reviews it

The contract administrator normally coordinates evidence from technical, quality, commissioning, operations, and commercial teams. The actual agreement determines who may certify final completion and which legal or financial reviews support that decision.

A mistake to avoid

Treating final completion as an automatic waiver of every continuing obligation or claim can exceed both the certificate's wording and the issuer's contractual authority.

Illustrative example

Illustrative example: a manufacturing extension is presented for final completion. The team reconciles the contract's required records, outstanding items, and evidence of completed work. A missing operation manual prevents the proposed decision under that contract, so the certificate remains unissued pending verified delivery and review.
