How to use this template
When you need it
Prepare before an operating organization assumes responsibility for a facility, and revise when services or asset arrangements change. Use it to coordinate ongoing operation, maintenance, resources and abnormal-condition responsibilities.
What it helps you decide
The plan connects required services with the people, documents and support needed to sustain them. It reveals readiness and resource gaps without inventing technical operating limits or treating the plan as a work permit.
How to complete it
Define Facility scope and service requirements with exclusions and approved sources. Assign Operating organization and responsibilities, including boundaries for specialist support and escalation decisions.
Reference Applicable operating documents and Operating arrangements and abnormal conditions. Link Maintenance and support arrangements and Access and work coordination to controlled procedures rather than duplicating them.
Record Resources and budget basis and useful Performance review and records measures. Close with Open conditions, review and authorization, identifying unresolved readiness actions and controlled-change needs.
Who prepares and reviews it
The facility manager prepares it with operations, maintenance, engineering and finance contributors. Competent specialists review technical references and resources; the operator's designated authority approves responsibilities, budgets and the actual plan.
A mistake to avoid
Copying technical procedures into a general operations plan creates parallel instructions that may become inconsistent when the controlled manuals or authorized operating conditions change.
Illustrative example
Illustrative example: a new distribution facility will operate outside the maintenance contractor's normal attendance hours. The plan identifies service requirements, abnormal-condition escalation and support gaps. The owner decides the required coverage and budget before relying on the proposed operating arrangements after handover.
