Estimate Uncertainty and Allowance Register

Explain uncertainty allowances and prevent hidden overlap between scope, risk and escalation provisions.

How to use this template

This Excel template contains prepared working sheets and completion notes on a separate sheet. Enter your project data and review the completed workbook before use.

This editable workbook helps you organise project information. Check any included formulas, assumptions and results before use; it does not replace professional review.

The form prepares a separate brief; it does not fill the Word or Excel file.

How to use this template

When you need it

Use alongside an estimate when incomplete scope, variable quantities or uncertain events require explicit treatment. Review it as packages mature and before recommending contingency or releasing an allowance.

What it helps you decide

The register explains what allowances are intended to cover and where they overlap. It helps the owner distinguish unresolved scope from risk and avoids presenting a convenient percentage as a verified confidence level.

How to complete it

  1. Assign Uncertainty ID and Driver / class, distinguishing scope, quantity, rate, event and price movement. State Base coverage before proposing any additional provision.
  2. Record Evidence / range and Overlap / dependence using the adopted assessment method. Explain shared drivers rather than summing unrelated or mutually exclusive ranges indiscriminately.
  3. Present Proposed allowance, Reserve owner and Resolution trigger. Distinguish modeled provisions from approved reserves and record actual transfer or drawdown decisions separately.

Who prepares and reviews it

The estimator or risk lead prepares entries with package engineers and procurement specialists. A competent reviewer checks evidence and dependence; reserve ownership and any spending authorization belong to the designated owner-side authority.

A mistake to avoid

Adding a general contingency over package allowances without checking shared drivers can count the same uncertainty twice and obscure which evidence would reduce it.

Illustrative example

Illustrative example: an underground services estimate contains a package allowance for unknown crossings and a project-level utility-diversion risk. The register identifies their overlap and missing survey evidence. The cost team revises the treatment and prioritizes the investigation before the owner considers the reserve proposal.
