How to use this template

When you need it

Prepare before choosing the project's delivery and contracting approach. Revisit it if design maturity, owner capability or supplier-market conditions change enough to affect the proposed distribution of responsibilities and risk.

What it helps you decide

The appraisal tests whether a delivery arrangement fits the owner's actual capabilities and information maturity. It exposes retained interfaces and selection conditions rather than assuming a contract label transfers every management burden.

How to complete it

  1. Assess Owner readiness using real design-management, procurement and administration capacity. Describe the scope uncertainty that each candidate Delivery option would need to manage.
  2. Compare Design responsibility, Pricing basis and Interface exposure against Market evidence. Identify the Owner capability need that remains even when major activities are outsourced.
  3. Document Selection conditions and Decision rationale, including required market testing and legal review. Retain a defensible fallback if the preferred route's prerequisites cannot be met.

Who prepares and reviews it

The project director coordinates engineering, procurement, commercial and operational contributors. Legal advisers review implications of proposed risk allocation; the owner’s authorized governance body selects the approach after considering capability and market evidence.

A mistake to avoid

Choosing a delivery model solely for apparent price certainty can conceal immature scope and owner decisions that remain unresolved regardless of the selected contract form.

Illustrative example

Illustrative example: an owner considers a single integrated contractor for an industrial extension while process requirements remain unsettled. The appraisal identifies unresolved owner decisions and market qualifications. Management then decides whether to mature the design first or accept a route with explicitly managed uncertainty.
