How to use this template
When you need it
Use this plan when project participants need agreed cost structures, estimating conventions, recording rules, forecasting methods, and approval arrangements before budgets and expenditure reports become the basis for management decisions.
What it helps you decide
It makes cost information comparable across estimates, budgets, commitments, actual expenditure, and forecasts, helping decision makers see the expected final position without mixing incompatible scope, currency, tax, or reporting assumptions.
How to complete it
Define Cost scope and control structure, then establish Estimating and budget rules covering the actual scope basis, price conventions, and allocation of costs.
Describe Cost recording and forecasting from available financial and package records, identifying how Performance and escalation will distinguish evidence from unsupported forecasts.
Set Changes and financial controls and Reporting and assurance arrangements so approved budget movements, current forecasts, and reconciled source records remain traceable.
Who prepares and reviews it
A cost manager typically prepares it with finance, commercial, procurement, planning, and package leads. Project leadership approves control arrangements, while delegated financial authorities and contract owners retain their actual approval responsibilities.
A mistake to avoid
Combining committed orders and paid invoices as if both were additional costs double-counts expenditure and can materially distort the apparent remaining budget.
Illustrative example
Illustrative example: a utilities project receives purchase orders in several currencies while reporting in one currency. The plan defines the reporting basis and reconciliation responsibility, alongside budget and forecast controls. Management then reviews a revised equipment forecast without confusing exchange movements with additional physical scope.
