The cost manager prepares it with designers, procurement, planners and owner-side contributors. A reviewer checks completeness and basis; finance and the authorized sponsor determine funding and budget approval separately from estimate preparation.
Using a broad contingency to conceal known missing scope makes the estimate difficult to challenge and can leave essential packages outside the approved funding discussion.
