How to use this template

When you need it

Prepare when investment benefits are defined, before delivery changes the baseline. Use it through handover and operational review to establish whether intended outcomes emerge from the completed project.

What it helps you decide

The plan makes benefit claims testable through consistent data and ownership. It separates installed outputs from business outcomes and identifies external influences that may explain improvement or deterioration after delivery.

How to complete it

  1. Define each Benefit ID and Outcome measure using the approved investment claim. Set the beneficiary, time horizon and measurement boundary before selecting data.
  2. Record Baseline evidence, Target basis and Measurement source. Review comparability and document Attribution limitations such as production changes or other initiatives affecting the outcome.
  3. Assign Review period and Benefit owner, including missing-data treatment. Record actual measured outcomes later and identify corrective action when supported results differ from expectations.

Who prepares and reviews it

The business benefit owner prepares the plan with operations, finance and relevant data custodians. An independent verifier checks methods and evidence; the sponsor approves the applicable targets and review responsibilities.

A mistake to avoid

Equating completion of a new facility with realization of its promised business benefit avoids the separate question of whether operating outcomes actually improved.

Illustrative example

Illustrative example: a loading-bay upgrade is expected to reduce vehicle waiting. The plan defines the observed waiting period and source records before construction, then specifies comparable operational measurement after handover. The benefit owner checks traffic volume changes before deciding how much improvement can reasonably be attributed to the project.
