Activity Cost Estimate Register

Record cost estimates by project activity or work package with transparent evidence and exclusions.

How to use this template

This Excel template contains prepared working sheets and completion notes on a separate sheet. Enter your project data and review the completed workbook before use.

The form prepares a separate brief; it does not fill the Word or Excel file.

How to use this template

When you need it

Use this register when activity or work-package estimates need a common record of quantities, rates, allowances, exclusions, and selected values, especially before consolidating estimates into budgets or comparing revisions of the same scope.

What it helps you decide

It keeps the cost basis visible at item level, allowing reviewers to identify inconsistent units, outdated prices, duplicated prior amounts, unsupported allowances, and tax differences before those issues distort the reported estimate.

How to complete it

  1. Record Activity / WBS ID and Cost item / scope, then populate Quantity / unit and Rate / source from the relevant take-off and pricing evidence.
  2. Identify Currency / price date, Base amount, Allowance / basis, and Tax treatment consistently, making assumptions explicit when firm supporting information is not yet available.
  3. Review Excluded / prior amount before selecting Selected estimate, then record Estimator / reviewer and reconcile the item with related package estimates to prevent duplication.

Who prepares and reviews it

An estimator or quantity surveyor usually maintains the register with engineering, procurement, construction, and finance inputs. A cost reviewer checks scope and arithmetic sources, while the designated project authority decides the estimate's approval or budget use.

A mistake to avoid

Adding allowances and prior estimate amounts without checking their scope can double-count the same work while making the consolidated estimate appear appropriately conservative.

Illustrative example

Illustrative example: a foundation estimate includes excavation and concrete activities using different quotation dates. The register identifies each rate source and allowance basis, while a prior temporary-works amount is flagged separately. The reviewer reconciles the scope before selecting values for the package estimate.
